Well, for one thing, it would be counterproductive. With three, four or five candidates drawing delegates, it simply prevents anyone from getting to 1237 and ensures that the GOPe gets to install one of their own establishment guys at the convention. The malleable "rules" are designed to to preserve, protect and defend the establishment ruling class. Nothing more.
Cruz knows this. He has betrayed the grassroots.

It's common knowledge of course that Cruz is very unpopular with his colleagues in the Senate and the establishment as a whole. Yet this same establishment came to support him as Cruz became the only viable "neverTrump" vessel.
Cruz, if he remains in, is doing serious damage to his career as a politician. His stance that a convention win against the will of the people doesn't sit well to a vast percentage of the Republican voters. Couple that with the crowing about landslide wins in voter-less elections and you have a seriously diminished candidate.
So my theory is that the establishment who started out as "neverTrump" are starting to see the inevitable in that Trump is going to be the nominee. This same establishment is now pushing Cruz to alienate himself from a large segment of voters and therefore damage himself so fully that he will not get reelected in his Senate race.
They may have been forced to accept Trump, but they will have gotten rid of Cruz.

Until a candidate achieves the 1237 votes required to secure the (R) nomination they are mathematically eliminated from the nomination, are they not?
At the start of the primary process, no one was mathematically eliminated.
However, at this point, Cruz and Kasich would need to receive over 100% of the remaining delegates to get to 1237, so they actually are mathematically eliminated from the nomination on the first ballot. Cruz needs 109%. Trump can achieve the nomination with 63 percent (Slate).
Why do they stay in when clearly Trump has the path and the popular vote?
