If Rubio isn't on the ballot, his "assigned" delegates will be "reassigned" proportionally to whoever in on the ballot according to how they fared in Minnesota.

Ok, since Cruz came in second in Minnesota under that scenerio I presume he'd get a majority of Rubio's delegates...but who decides if Rubio is on the ballot?

Is that done by the GOP national committee according to their rules for the convention or does Minnesota decide?

Candidates have to be nominated at and by the convention. That controversial Rule 40B said to be nominated you’d need to have been this highest vote getter in 8 or more states. That will probably be changed. Right now Rubio’s Minnesota delegates will go to 10 or 11 to Cruz and 6 or 7 to Trump. The Minnesota Party has zip to say about who gets nominated.
