The group concluded that minorities' lack of trust and fear are justified, citing data that show 74 percent of the hundreds of people shot by officers in recent years were African-Americans, even though blacks account for 33 percent of the city's population.
Officers, for example, can wait 24 hours before providing a statement after a shooting, given them enough time to get their stories straight with fellow officers. And not only are anonymous complaints prohibited, the task force found that accused officers must be given the names of people who filed complaints.

Can they do the same color based study with dogs shot by police?

While no one would argue that San Francisco is a nutball city, to lump it in with the other cities on your list would be a mistake if you are comparing crime rates. SF is a comparatively safe city, moreso now with the newly wealthy young people who’ve moved in after taking jobs with Google, FaceBook and other mid-Peninsula-based companies. These people have displaced the minority trash who lived in areas that were actually desirable places to live except for their former inhabitants. City-owned housing has been torn down and replaced with living spaces that rent for upwards of $4,000. per month. One of our daughters works for one of the major contractors there, and they are so busy that they can’t take on any more projects.
OK, fire them all. Hire your guys. See what happens
All black corpses found in the streets of Chicago should go without investigation. There is simply too high of a possibility that a black male will be found guilty of the murder. Just let the bodies lay there in the road until the stray dogs eat them. It’s the African way of preventing racism.
Unfortunately, many of the minorities act like rabid dogs and law enforcement sees them as such by their actions. I believe if the blacks cleaned up their act, so would law enforcements attitude towards them. There has been way too much “history” to simply say it is polices fault.
Utterly meaningless data. People don't get shot by officers (or anyone else) at random.
Since a substantial part of the "minority community" considers police the enemy, can you blame them?

And correlation is not causation.
The vast majority of these a$$holes were not shot because they were black, but rather because they were engaging in behaviors that called for armed response to protect the lives and property of others; or were involved in some manner of personal interaction of an illicit nature.
If people of color did not engage disproportionately in illegal behaviors, they would not get shot in ‘disproportionate’ numbers.

no - they have it wrong - minorities hate minorities as they kill each other EVERY weekend by the dozens.
Based on the murder and violent crime statistics for Chicago, minorities in Chicago ‘no regard’ for minority lives either, so they have that in common with their police.
It’s really a quite sad state of affairs, and no one is talking about it forthrightly.

Chicago and Cook County participate in Uniform Crime Reports (UCR). UCR summary returns B1 (Juveniles) and B2 (Adults) Arrests by Age, Sex and Race (ASR) are available, and victim ASR returns may also be and I am quite certain will explain the disparity.
Homicides are reported on the Supplementary Homicide Report and are incident-based, capturing ASR of victim and offender together, along with relationship, weapon and circumstances.
Violent crime is committed at a far higher rate by, and against black persons than white persons. Simply put, violent crime is more prevalent in poor, densely populated neighborhoods plagued by social pathologies. Disproportionately, these tend to also be minority neighborhoods. Why is anyone surprised by this?
Why are the 67% of the whites still there?
