Officers, for example, can wait 24 hours before providing a statement after a shooting, given them enough time to get their stories straight with fellow officers. And not only are anonymous complaints prohibited, the task force found that accused officers must be given the names of people who filed complaints.

The correct comparison would be to measure the percentage of suspects identified as black. 33%?

What percentage of suspects stopped by police get violent, and what percentage of those violent suspects are black? Still 33%?

According to the Chicago PD website, it appears they do not officially track the race of criminals, although they do track the race of victims. Keeping in mind that according to the posted article Chicago has a Black population of 33%, then in 2010 (latest available figures):

— African-Americans made up 76.1% of all murder victims
— Caucasians made up 4.4% of the murder victims
— Hispanics comprised 19.3% of all murder victims
— Asians represented 0.2%.

All other crime victim categories, robbery, sexual assault battery, etc. parallel this statistical breakdown. By looking at the race of victims one can reasonably extrapolate the composition of the criminals.
