Cruz supporter here, I don’t believe either side on this....
The truth is somewhere in between.
In reality what happened, Trump minders offered free pot and it was so good he slammed down so much munchies that he missed the meeting.

The last time I was involved in this process (as a precinct committeeman), the system was so convoluted and poorly documented that the members of the county Executive Board couldn't figure out what was going on with respect to some of the issues concerning what people are actually signing up for when they volunteer to be various types of delegates, which assemblies they can attend, which assemblies they must attend before they can attend some other assembly, the selection order of alternates, whether someone who drives 300 miles to the state convention and congressional district assembly is guaranteed to be a real delegate for one if they have volunteered to be an alternate for the other (and thus won't waste the trip), ad nauseum.
Not surprisingly, the Executive Board had difficulty explaining the mess to the precinct committeepeople. Even less surprisingly, the precinct committeepeople running the caucuses had difficulty explaining the mess to the attendees. This was the point in my caucus (four years ago) where 3/4 of the attendees left and went home. It sounds like the system has not gotten any less arcane.
