The time is since the FEMA rules had been changed, I do not know how long ago that was.. I am not sure whether it was part of the Bush administrations War on Terror preparations or not after Hurricane Katrina, but the order originally was intended to address Muslim uprisings in America, or a state like Louisianna that refused federal aid from Bush to the detriment of the people ( and the Dems then blamed Bush for it.), but now Obama intends to use the executive order against Americans who protest his “legacy” by electing someone like DOnald Trump.
The executive order is still in effect.
