Psychologist, judge, lawyer charged in plot to steal $600 million

A retired judge, lawyer and psychologist have been charged in a plot to scam the federal government of $600 million through false disability claims.

Various federal agencies, including the Justice Department, Social Security Administration, Health and Human Services, Internal Revenue Services, and FBI, announced late Tuesday the indicment of David Daugherty of Myrtle Beach, S.C., Eric Conn and Alfred Adkins, both of Pikeville, Ky., on 18 charges.

"While Social Security disability programs are designed to support the disabled, the defendants allegedly used it to enrich themselves. Today's arrests demonstrate, however, that the Criminal Division will root out greed and corruption wherever they may be found," Assistant Attorney General Caldwell said in a statement.

The indictment claims that from 2004 to 2012, Conn, Daugherty and Adkins submitted false medical documents to the SSA, requesting past, present and future Medicare and Medicaid payments for 2,000 individuals, most of which were Kentucky residents. The trio allegedly only collected $5 million during the eight-year onslaught, but investigators calculated their total claims amount to $600 million.

The defendants used their vocations and expertise in those industries and government positions to game the system, federal officials said.

Despite the severity of the crimes, the defendants were each charged on only a handful of counts. All were charged with one count of conspiracy to commit mail and wire fraud.

This is a very common practice among the legal elite. Many have built their fortunes using this system, that oddly, was set up by lawyers and black robes in the first place.

Compared to the political elites these guys are rank amateurs. No one has found that $6 billion that came up missing awhile back have they. I'd expect it's in offshore accounts under the names and FEINs of some shell companies linked to the Obamas. Just a guess but I bet I'm right.

It points out the ease of getting The Disability if you know the system. It was designed that way by politicians who wanted another source of Welfare to buy votes.

Almost everyone I know on the The Disability has another source of income “under the table”. We have people trolling the neighborhood selling everything from meat to driveway sealing. All of them claim to be disabled.

A psychologist friend of mine does disability evaluations in Kentucky... the number of people trying to cheat the system is astounding. He regularly receives complaints from the interviewees, that are filed with the admins who then have to follow up with the psychologist. The interviewees never see his evaluations and file before they’ve even been rejected, but I suppose from his follow up questions they immediately realize he isn’t buying their answers or stories.

I’m actually surprised at this for the length of time and amount of the fraud. The ALJ must have also been someone in regional authority and was able to skirt reviews.

In my practice I was contracted by the SSA as an Expert Witness (factoid...the only place in the Federal Govt where someone is declared to be an “expert”.) and was involved in thousands of hearings over a 20 year period.

Even with all the backlogs and delays for claims there was a structure for catching fraud within the SSA/OHA offices that I frequented in Florida. It might take a while, but would have been caught long before 8 years and $5MM. Since the ALJ’s are lifetime appointments, the judge will probably get to keep his taxpayer-funded retirement.

Social Security Disability has turned into a vote buying scheme.

When the government makes something dirty, the little grifters come in for a taste of the stolen money, too.

Well, the lawyers run all branches of government at every level anyway. Nothing would surprise about Obama; he is a Chicago criminal, and a lawyer.
