The time marks and the sequence of the events are out of sequence when you pause and step through the video one second at a time. In other words, the frames jump forward and backwards in time.
I imported the video into Adobe Premiere, something in which you can step it one frame at a time and the video is just fine. I have no idea what you're seeing but the time stamps on the video are consistent.

It might have been helpful to say that in your original post. I had no idea what was so intriguing about the video until you just explained that.
