Seems to be saying if abortion is made illegal and outlawed, then there should be some form of punishment...
The punishment will be applied to the murderer (the doctor), not to the woman. In many ways, she's also a victim. There will be mitigating circumstances for her.

Are wives that hire hitmen to murder their husbands charged with a crime?
Or are they given prizes and a vacation for being a victim...

When someone contracts another person to commit a murder for them (murder fir hire) ... they are are tried as the murderer,
The person who helps (the abortionist}) is the accomplice.
No Republican would suggest that the justice system could take in so many murderers. And no Republic would suggest it anyway.
