[Idaho] Gov. Butch Otter signed two controversial bills into law today: The permitless concealed-carry bill, and the bill banning homeowners associations from restricting short-term rentals. He expressed concerns about the gun bill, but signed it nonetheless.
The gun bill, SB 1389, allows Idahoans age 21 or older to carry concealed guns without a permit inside city limits. Otter proclaimed himself a gun owner, a hunter and a lifetime member of the National Rifle Association, but said nevertheless, he has concerns about the bill. I am concerned about its lack of any provision for education and training of individuals who choose to exercise the right to concealed carry," the governor wrote in a transmittal letter to Lt. Gov. Brad Little, president of the Senate. Such a safeguard would seem to be part of the Second Amendments well regulated standard. Whats more, the addition of a simple training requirement in this bill could have addressed the concerns of our valued law enforcement leaders and others who cherish both the shooting culture and the safety of shooters and non-shooters alike.
In the absence of such a provision, Otter wrote, I encourage anyone considering concealed carry to take advantage of gun safety training opportunities available from many reputable sources throughout Idaho. I also encourage the Legislature to monitor the exercise of this new law and respond appropriately when and if the lack of a statutory education and training requirement undermines public safety. The bill passed the Senate 27-8 and the House 54-15.

Nonsense. The "well regulated" phrase is part of an illuminating clause, not a condition. The "right" is reserved to The People to keep and bear arms without infringement. Requirements such as permits, training, certification, etc. are quite simply infringements and therefore unconstitutional.
All he had to do was look at those states had had similar low thresholds and see what happened there. As with "Shall Issue" - nada.

At the same time, I'd actually like to see states start taking the training of the militia seriously. They could encourage and fund local militias that would act in their traditional role of organizing local civil defense.

The states’ national guard units are actually the organized part of their militias. They are now well trained and equipped because of regular activation for federal service.
The unorganized portion of the militia remains all able bodied males between specified ages. The states could readily start developing this body by reactivating their state guard units. And the ideal role would be local civil defense.
Too much like responsible behavior to expect out of politicians.
Lying Bloomberg ran ads from his "Everytown for Gun Safety" claiming the bill would dismantle the CWP laws and processes. That's a damn lie. The CWP/ECWP remain for those who wish to pursue them.
I had a pleasant afternoon at the range shooting 45Auto and 40S&W with very respectable groups. My wife's fancy Kimber 380 was fun as well. The Taurus PT-22 managed to irritate both of us. It failed to feed the rounds in the mag. Only the one in the tube fired and ejected. This evening I determined the problem to be caused by the magazine. The front edge between the barrel feed ramp and mag follower needed to be trimmed down. Expecting better results next time. Taurus never fails to disappoint when you take an NIB fun to the firing line for the first time.

I don’t know why people buy Taurus pistols, or how they stay in business. It seems like every gun they sell needs to be manufactured twice.

Dispelling the myth of the “wild west”
In his book, Frontier Violence: Another Look, author W. Eugene Hollon, provides us with these astonishing facts:
In Abilene, Ellsworth, Wichita, Dodge City, and Caldwell, for the years from 1870 to 1885, there were only 45 total homicides. This equates to a rate of approximately 1 murder per 100,000 residents per year.
In Abilene, supposedly one of the wildest of the cow towns, not a single person was killed in 1869 or 1870.
Zooming forward over a century to 2007, a quick look at Uniform Crime Report statistics shows us the following regarding the aforementioned gun control paradise cities of the east:
DC 183 Murders (31 per 100,000 residents)
Baltimore 281 Murders (45 per 100,000 residents)
Newark 104 Murders (37 per 100,000 residents)
It doesnt take an advanced degree in statistics to see that a return to wild west levels of violent crime would be a huge improvement for the residents of these cities.
The truth of the matter is that the wild west wasnt wild at all not compared to a Saturday night in Newark.
