I would use the LeMay strategy concerning Japan in WWII as a guide. You save Mecca for last, Medina being the penultimate target. Begin with other holy cities: Qom, Sana'a, then the shrines at Najaf and Karbala, and then the al-Aqsa. The idea is to up the ante with each demolition, always saying with each demolition which one is next when the next attack occurs.

This only works if the military bases are also destroyed, so that there won't be counterstrikes, of course, just as we did with the Japanese.
