One could make the argument that NATO is now effectively defunct, because of the extra burden of a new organization in Europe that NATO would have to deal with that may have different ideas. I think that Putin realized this and started trouble in Ukraine and other former Soviet states with little little likelihood that NATO could respond. No doubt ISIS recognized this weakness in EU and planned its attack.
