The Tihange power plant, an hour's drive from the Belgian capital in the province of Liege, and the Doel power plant in Antwerp have been cleared amid heightened fears of another attack.
Security has been stepped up at both Doel, which houses four reactors, and Tihange, which houses three.
Armed police and the Belgian military have been on site since the weekend following growing calls from the energy industry to beef up security at the potentially vulnerable plants. . . .

You might be surprised at how few personnel are required to run a power plant. FWIW, some years ago, I worked in a six unit, 2 GW thermal (coal fired) power plant, the largest in Canada, East of Ontario. The Operator DOES NOT leave! PERIOD! Essential personnel DO NOT LEAVE! Non-residential personnel DO leave in an emergency. At that plant, excluding security staff, there were over two hundred employees on site during the day. During ‘plant turnaround’, at least 50 additional contractors were on site. At night, there were ten staff, including the shift supervisor.
The biggest difference between a nuke and a thermal plant is that the reactor replaces the boiler furnace and includes an additional steam ‘loop’ so that irradiated steam transfers it’s energy through heat exchangers, into non-irradiated steam to run the turbines. Since there is no concern about ash in a nuke, a nuke plant equivalent to the thermal plant I described, would likely only need seven to run the plant. I suspect the Belgian plant with a single nuke, might only require three operators, minimum. I cannot see them being evacuated.
The article says police and military are on scene, most likely checking for any potential for loss of life. There may be an additional operator or two at the plant, to ensure that the police and military do not accidentally do something that is unsafe for either them or the plant.
Unless employed at the operation already.

Something else that is interesting, and worrisome, is that if all three units at the larger Belgian nuke plant tripped simultaneously, it could potentially shut down power to at least part of Western Europe. This is NOT revealing any secrets! Knowledge of how AC works is readily available and has been for almost 150 years, courtesy of your Mr. Edison. Electrical grid interconectivity has existed for almost 100 years and details of the geography of the various ‘grids’ is readily available to the public.
In 1998, there was an earthquake in CA that caused two units (the six units ran in pairs) at the AB plant I worked at, to trip. The change in Hz caused by part of CA demand dropping off suddenly because of the earthquake, caused the two turbine units to ‘overspeed’ and trip both generating units, releasing HP steam into the atmosphere. Fairly quickly, they were ‘sync’ed to the grid and back on line, and no one in AB lost power. The same thing could happen anywhere there is AC, as the ‘grid’ is interconnected.
Remember the 2003 NE blackout that affected 10 million people in ON and 45 million people in the NE US for several days? Over 500 units went offline and generation dropped from 28.7 GW to 5.7 GW. IF there were a sudden, major drop in generation in Belgium, it could also affect nearby countries, depending on the grid interconnection.

Rumor in 1965 was the grids weren’t interconnected. When the New York blackout hit there was trouble finding a plant to use as a ‘match’ to start other plants. (takes electricity to start turbines?) Apparently some old coal plant was used in upstate New York. I’ve often wondered if that story was true. And are grids all interconnected today?
