I personally have not seen the resolution, but this election cycle, the party (COGOP) has been working hard to shut out the grass roots so I would not put it past them.

Such a resolution is necessary, because Trump has publically stated that his methods of operation include buying or renting the services of politicians for cash.I'm not Trump's biggest fan. However, the problem in this transaction isn't the buyer, it's the seller.

If Trump doesnt get 1237, the GOPe will install the candidate of their choice. Not Cruz. Youre delusional if you think the GOPe will allow a Cruz nomination. My guess: If Trump doesn't win on the first ballot, it will probably be Cruz on a later ballot. Because it will be one of those two. No one else has enough delegates to matter.
Delegates can vote as they wish after the first ballot. But I can't imagine any Trump delegate, or Cruz delegate for that matter, voting for Jeb, etc.
The GOPe dislikes Cruz. but they hate Trump. If there is no first-ballot winner, Cruz will get the deal.
Unless...Trump+Carson puts Trump over the top.
