'Housing first': Dallas's new strategy for the city's most costly homeless people

For rent: brand new one-bed apartments in the shadow of downtown Dallas, a short walk from one of the city's trendiest areas. On-site concierge. Successful applicants will be homeless, mentally ill and possess criminal records.

All for a rent of 30% of the tenant's monthly income - whether it is $1,000 or $10. The only requirement? "Be a good tenant," James says. That means no criminal or disruptive behaviour; but no pressure on residents to immediately go sober if they are addicted to alcohol, for example.

"The Cottages at Hickory Crossing makes sense because it'll save the system money," said Ron Stretcher, Dallas County Director of Criminal Justice. "Right now, we're spending huge amounts of money on a small segment of the population who are the highest users of jails, hospitals, emergency rooms and ambulances. After we give them permanent housing, it'll become much more cost effective to the taxpayer."

I don't think they are considering everything associated with public housing and/or the services promoted. Could wind up costing much more in the long run.

I can't wait for the before/after pictures.....

BTW, nowhere does it say that Dallas's increasing problems with the poor and homeless are due to illegals..

Yeah, they left out the big screen TVs, cable, free beer and drugs, and comfortable sofas. I have a solution that would be much cheaper, used 20 ft cargo containers. 40 footers for “families.”

For got about that aspect. That’s why cargo containers would be better since they are better able to stop bullets!

Hey, let them experiment. What else has worked? This may have some success for certain tenants.

Matthew 25:40-45 (NIV)

Most are Katrina “victims” relocated in Dallas after the hurricane. I was in Dallas at the time and the locals were pretty po’d.

There have been a few murders across the street under I - 45 in tent city. The truly smart homeless live in the Trinity Forest. I know some vets who live down there.

So if they have housing then they won’t cost taxpayers for medical care, food, etc.? How does that work?

It’s admirable to try to get destitute people into shelter of some kind, but they’re going to find that it’s not so simple. Most homeless have mental illness of one form or another, and that’s often combined with substance abuse. There already are free homeless shelters and they only fill up when the weather’s bad. Quite a few can’t control their behavior enough to meet the minimal standards imposed by these shelters to be admitted even then.

The neighbors of this project will not be happy in a years’ time.

Predictions: in six months the brand new apartments will be trashed, and the trendy area won’t be quite so trendy.

Seems like the big cities in Texas are going blue. That’s a bad omen for the whole country.

Apparently their definition of good tenants includes getting drunk and doing drugs...
