Rather than using bolt cutters to cut the little criminals free from their cars, they should use sawzalls to cut the car on the window frames and lift the chains off the sawed off window frame posts that the chains looped around. They can then go to jail wearing the chains they brought.

Rather than using bolt cutters to cut the little criminals free from their cars, Ha....just cut the fn door off....duct tape the guy to it and load onto a transport frame....call the Sheriffs helicopter and have him air lifted direct to Joe's detention center.
