Twelve years ago, in a village on the edge of a pine forest not far from Lithuanias elegant capital Vilnius, workmen constructed an unusual warehouse. It was the size of an Olympic swimming pool with no windows, many air vents and no stated purpose. The site had formerly been a riding stables and a paddock. It had also served as a local watering hole a welcome one since the village lacked a bar or restaurant. The new building was shiny and modern, incongruous amid the tumbledown farm buildings and Soviet-era housing blocks. The convivial atmosphere of the riding club was replaced, in the words of one local inhabitant, by this certain emptiness.
Naturally, the neighbours were curious. They speculated about the new buildings function. Was it a military listening post? A drug factory? A clandestine organ transplant lab? None of them guessed that it might be a key facility in the US Central Intelligence Agencys Rendition, Detention and Interrogation programme, one of a secret network of black sites, set up in half a dozen countries to house undisclosed prisoners out of reach of lawyers, the Red Cross or other branches of the US government. Why should they? Lithuania was a long way from the front lines of the war on terror, and the village of Antaviliai, although only 20 minutes by car from the capital, was known for summer lake swims rather than for covert operations.

I saw this new US Embassy under construction in Ezulwini, Swaziland in August 2014 (my most recent mission trip there).

8 stories tall, at least 5 stories underground, and about a 20 minute drive (or 3 minute helo flight) from Matsapha airport.
The current US Embassy in that country, one of the last remaining absolute monarchies on the planet, has 6 persons to serve US interests in a country that has 1.1 million persons in it. The current embassy occupies one half of a floor in a modest office building in downtown Mbabane. The long - term missionary I was working with there recounted the conversation with a staffer when he was renewing his visa:
“So, I guess you guys are going to be adding a lot of staff to fill up the big new embassy in Elzuwini!”
“Embassy staff will remain unchanged.” (Uttered in a monotone, with no facial expression.)
“And it stays classified for FAR too long.”
Well, when you are running extralegal operations, you need to make sure the public doesn’t find out about them until all the spooks and politicians who could be held liable are dead.
Well, if the embassy staff remains unchanged, there is only one other government agency I know of that also operates out of US embassies which might need such a big facility...
Most assuredly in the category of things that make you go “huh?”.
Some places work best as absolute monarchies. This looks like one of them. I never imagined it like the google earth pictures show.

If our State Department wasn’t filled with ineffectural wusses this type of low life crap - and yes, that’s what these secret prisons are - would NOT be neccessary.
Then to have the airheads in DC muse about ‘tone’ and ‘waterboarding’ when we put prisons around the world for the express purpose of being able to torture ... is nuts.
