Dear Ms. Woodward:
Thank you for contacting me with your concerns about immigration. I appreciate hearing from you and having this opportunity to respond.
We agree that the federal government needs to act to fix our broken immigration system. I believe Congress and the President need to step up to the plate and pass legislation to effectively control immigration and secure our borders. Rest assured, I will continue to fight to ensure this happens.
In order to accomplish this goal we must effectively address the issue of illegal immigration while also reevaluating some of our flawed policies for legal immigration. Attempts to expand legal immigration have hurt a wide range of U.S. workers. Agriculture and construction workers have to increasingly compete against cheap illegal immigrant labor, while the increased quotas for higher skilled workers are taking high wage jobs from American workers. High levels of immigration may have been a boon to our nation at one time, but they have ceased to make sense in this day and age.
I have consistently opposed various proposals to dramatically increase legal immigration and "temporary workers." I opposed a wholesale lifting of the H-1B Visa cap for the simple reason that with thousands of Americans unemployed and underemployed, we should be extremely cautious about importing foreign workers. I remain skeptical of the H1-B Visa program because in numerous instances this program has been abused by multi-national corporations who import foreign workers into the U.S. to train them and then send them back to their home countries, undercutting the wages of American high skilled workers. Oregonians are already hurting from the continuing recession, and issuing more work visas would unfairly force working men and women across the board to compete with low wage immigrants. I do not believe the U.S. has such a labor shortage that we need to import large numbers of new workers every year without end.
I am also fighting to ensure that jobs in Oregon industries go to Americans first. In late 2010 there were media reports about timber contractors exploiting loopholes in the H-2B Visa program to bring immigrants to Oregon for forestry jobs rather than hire Oregonians. This is outrageous because the projects were funded by federal Stimulus money. Several local forestry companies who do hire Oregonians clearly stated that these are jobs that Americans are ready and willing to do, but some contractors simply prefer to undercut wages by bringing immigrants in to do the work on the cheap.
At my request the Inspector General conducted a special investigation and concluded that H-2B recruitment and oversight requirements were indeed inadequate. I insisted that the Department of Labor close these loopholes in this visa program and ensure that American workers are properly recruited before any H-2B immigrants are brought in. I am pleased that the Department of Labor adopted new rules that will fix many of the problems with the H-2B program. You can be sure that I am doing all that I can to ensure hard working Oregonians are never again cheated out of the forestry jobs that they deserve.
I am also a proponent of solutions to prevent illegal immigration. We must first take away the financial incentives that cause illegal immigrants to cross our border. Second I have advocated for stronger border security. Finally, I have opposed across-the-board amnesty programs like the one signed into law by President Reagan in 1986.
I have also always supported a mandatory and permanent employment verification system (E-Verify) because one of the best ways - if not the best way - to stop illegal immigration is to ensure that those who enter the United States illegally cannot be hired. Take away the jobs magnet and you take away the incentive to enter America illegally. Mandatory E-Verify will remove the incentive to illegally cross the border, and therefore ensure that Americans can once again fairly compete in the free market for jobs.
Properly securing our borders is another key piece to fixing our immigration system. I am absolutely committed to regaining control of this country's borders. I have consistently voted for increased funding for border fence construction and additional border patrol agents. This year I will continue to fight for adequate security on our borders in order to prevent the spread of drug violence and deter those people who attempt to illegally enter the United States.
I also strongly support a number of other important fixes to our broken immigration system. I have fought, and voted, to eliminate the flawed and fraud-ridden visa lottery program. The intention of the visa lottery program is to diversify the pool of immigrants entering our country. However, the program has been subject to fraud, allows immigrants from countries who are not exactly U.S. allies to apply, does not prevent illegal aliens from applying, and puts random immigrants ahead of those following the law by waiting in line for a visa.
We simply cannot hold the door open for every one of the world's dissatisfied citizens. Continued high immigration hurts our environment, it hurts our low wage workers and it is increasingly hurting higher skill and higher wage workers, as well. We need to balance our proud history of diversity with the economic reality of continued national unemployment, underemployment and over-burdened social services. We must consider reforms that address the needs of U.S. citizens first and recognize the fiscal realities of federal and state government.

I’d like to see this updated with Mexico and some other south american and western free countries. The argument I’ve seen when this is shared is why would we want to be like N Korea or Afghanistan. It’s a fair counterargument that can be avoided.
I don’t know if using 4 of the worst dictatorships as a talking point is smart. Better to use the Latin American “democracies” as an example.
