NYT Opinion: Register All Guns, License All Gun Owners

On February 24 New York Times op-ed contributors Abner Mikva and Lawrence Rosenthal argued that it is time to register all guns and license all gun owners; background checks are not enough.
Moreover, the authors suggested such licensing and registration would not violate the Second Amendment.
According to the NYT op-ed, background checks are not sufficient, there are too many ways to go around them. âA more effective system would require everyone who owns or acquires a gun to register it.â And a second component to this âeffective systemâ would be a licensing requirement for all persons who wish to register guns.
The licensing requirement would allegedly force every would-be gun owner to prove he or she could âuse a gun responsibly.â It would be like a background check that tries to guess the future.

I would think about a license if it meant one upfront background check and then after that i could purchase any firearm (semi or full auto), no mag size limit, suppressors, etc with no tax stamp requirement or additional background check, just show my license.
However, no registration of any kind.

Does the Times have a solution for the problem that the top priority for our guns is to overthrow a fundamentally transforming government if necessary to preserve the Constitution? Or wait, maybe the Times wants a fundamental transformation that is opposed to the Constitution? I’m not a Times subscriber so excuse my unawareness on this issue.
