The problem is that unlike Cruz, Trump told NBC that he'd still govern by Executive Order -- "I'll do good ones."
He likely would -- but that's not the point. The point is that "pen and phone" government is unacceptable, unconstitutional, and tyrannical, no matter who's doing it and no matter the content of the executive orders.
Trump has never understood that.
The rules have changed, and that’s the problems with the Republicans.
They want to play by the old rule book, and every time the dems get into power, they play by the new rule book.

I find it funny that when the R’s get back the senate, they change the rules back to “fair”. They hamstring themselves, and they do it by design.
If they can’t get anything done because of the rules, then they can’t be held accountable.
Dems, for all their faults, know the rules, they know how to get stuff done, and they do it. Reid will not bring things to vote, he will stifle debate if he doesn’t have the votes, he bends arms, etc. He knows the rules. It’d be nice if the R’s figured this out.
Obamacare was passed in the middle of the night, they changed the filibuster rules when they had congress, and they make executive orders hoping some will stick.
