You did buy into my premise, but another poster pointed out that if we left them out, that could be problematic too.
Seems like some structures could be build to make it hard to see them.

yes. that always works...
it is amazing just how easy it is to buy off the entire American federal government (you only need to bribe ...or threaten.... a half-dozen key officials... and the rest seem to fall in line...)
tragic. It reminds of the famous observation of Jesse Unruh, long-time Californicate legislative leader... (who certainly was in a position to know...) that... California...”has the BEST damned government money can buy!”
