Yes, but he may have to make some compromise with the GOPe if he wants them to come around to his side of the table.
Rudy would be good as VP with that in mind. Reagan had to take the first Bush for the same reason.
Remember that the VP does not set the agenda.
The VP breaks Senate ties and attends funerals. Also, he hopefully gains votes for the presidential ticket. Sometimes he ends up as president, either by misfortune or in the next election. That’s the job. ;-)
