Other countries have done this for years. It is a shame we are one of the last modern countries to offer this for our servicemen.

But you are absolutely correct. This is an important surgery.
Whether it "works" or not, I don't know. But it is still important that it be there. I've read reports that losing the most basic, primal evidence of manhood is more devastating than the loss of an arm or leg.
These soldiers deserve everything we can do for them, and they don't deserve jokes.
