Missouri should be well on its way to providing a more prosperous future for their citizens; pulling them out of poverty and setting them on the road to a brighter futureYou can't "pull someone out of poverty" by giving them something that they didn't earn. That just re-enforces the behavior that keeps them poor.

A lot of these people did pay in, out of their earnings, before falling on hard times. To just snub them at this time seems cold. They put skin in the game, they should be able to get skin back out of it.
