I’ve been under the impression almost ALL of the EFFECTIVE air strikes, that is the ones destroying ISIS oil production and transportation resources, were being done by the Russians, and the U.S. was pretty much failing to bomb ANYTHING at all that MIGHT involve accidentally killing “civilians”, even “civilian” drivers of the ISIS “pipeline on wheels” oil truck convoys.

Yep. It has been pointed out numerous times here on FR, that bombing the trucks hauling the crude oil from ISIS controlled production would end the money flow. They have been selling oil produced from captured wells and hauling it by truck.
Last year with higher oil prices ISIS was making lots of money selling oil to Sunni Turkey and some others. ISIS was flush with cash and riding high. Lots of beheading videos, Islamic style snuff videos and buying fleets of new Toyota trucks to mount 50 caliber guns on.
RUSSIAN BOMBINGS stopped this on nearly their first day by bombing the oil tanker trucks being used to transport the oil and by products from the Northern Iraq refineries ISIS gad captured.
