At least 23 civilians were killed when missiles hit three hospitals and a school in rebel-held Syrian towns on Monday, residents said, as Russian-backed Syrian troops intensified their push toward the rebel stronghold of Aleppo.
Fourteen people were killed in the town of Azaz near the Turkish border when missiles slammed into a school sheltering families fleeing the offensive and the children's hospital, two residents and a medic said.
Bombs also hit another refugee shelter south of the town and a convoy of trucks, another resident said.
"We have been moving scores of screaming children from the hospital," said medic Juma Rahal. At least two children were killed and scores of people injured, he said.
Activists posted video online purporting to show the damaged hospital. Three crying babies lay in incubators in a ward littered with broken medical equipment. Reuters could not independently verify the video.

While we may have rules that prevent us from attacking military targets intermeshed with civilian facilities, and the British may require their snipers to YELL A WARNING before shooting (or get prosecuted, true story), the Russians appear to have a someone looser set of rules of engagement...as in none.

When the moslems learn that the Russians will hit them even if they hide behind women, children, and invalids they will stop hiding behind women, children, and invalids. Hitting hospitals full of moslem fighters now will spare hospitals in the future not only from missile strikes but also from jihadis using them as human sheilds.
The difference being so minor as to make them indistinguishable.

Which actually turn out to be smart. The dumb bombs are when your bomb is so accurate that no terror gets spread. And when they aren’t dropped unless you can know precisely the identity of everyone who will be blown up. That’s dumb bombing at its best.
So what about war crimes. If a military force sets up a command center, logistics center, or armory in a school, hospital, or other civilian building, and it gets bombed, shelled, what have you by an opposing force, resulting in civilian casualties, it is the side that set up such a facility in the first place that has committed the war crime.
Kill more jihadis.
