Clearly the House too has authority to meet pro-forma to keep the in-session requirement fulfilled.

It is fascinating that the recess is at the 10 day mark. Scalia had interesting things to say about the length of time of a recess in Canning. 10 days MIGHT be enough for a Recess Appointment.
