Many government policies [in many departments and agencies] transitioned from Bush’s administration to Obama’s administration and were left in place regardless of real-time conditions, policies that should have and would have been changed. If it suited Obama to let things “die on the vine” and attributed it to Bush, all the better.
Bush did not have to sign that agreement! Nobody forced him to sign it. Once he signed it the deal was done. Bush was a fool.
