I don’t want to give the impression that Trump as said he will address it, but I believe he came pretty close at one point.
He is serious about getting the deficit spending under control. He has at least two top notch finance men that are going to help review the federal budget and make suggestions how to get things under control.
Welfare is so over-abused, and ripe for trimming, that I think they will address it.
That is on me. That is just me thinking what sorts of things they will address to stop the waste.

You can get a SSN without being legal. Your card is stamped “not for employment purposes”. Tennessee needs to make sure everyone is legally allowed to be in the US. That $123MM will look like chump change if they do that. Illegals will start self deporting to other states with more generous bennies.
No. Not legally - at least not supposed to. Look at the application for getting a SSN and see that it requires proof of legal entry into the US for purposes of obtaining one (page 2)

There are presently 3 types of Social Security Cards.
1 Shows your name and Social Security number and lets you work without restriction.
We issue it to:
U.S. citizens; and
People lawfully admitted to the United States on a permanent basis.
2 Shows your name and Social Security number with notes, "VALID FOR WORK ONLY WITH DHS AUTHORIZATION." We issue it to people lawfully admitted to the United States on a temporary basis who have DHS authorization to work.
3 Shows your name and Social Security number with notes, "NOT VALID FOR EMPLOYMENT."
We issue it to people from other countries who:
are lawfully admitted to the United States without work authorization from DHS, but have a valid non-work reason for needing a Social Security number; or
need a number because of a federal law requiring a Social Security number to get a benefit or service.

I recently had a situation at the company where I work (a UK owned parent company but operating internationally), and had an employee of one of our sister companies in Australia transferred to our division in the US under a 3-year contract and under an L1A Visa which allows companies operating both in the US and abroad to transfer certain classes of employees (management or executives) from its foreign operations to the USA operations for up to three years. He is not a permanent alien resident (no green card and is not applying for US citizenship or permanent residency at this time as he is expected to return to Australia at the end of his 3-year contract) but he is legally authorized to work in the US under the L1 Visa and I-94 Immigration Docs and he obtained a Social Security number and card marked with "VALID FOR WORK ONLY WITH DHS AUTHORIZATION. This means he can only obtain work in the US under the terms of his temporary L1 Visa and cannot use it for employment elsewhere in the US, i.e. go to work for another non-sponsoring company.
He pays federal and state and local income taxes through payroll tax deductions and has to file federal state and local tax returns in the US. He is however not subject to SS or Medicare tax (or for benefits) under what is called a Totalization Agreement which is for the purpose of avoiding double taxation of income with respect to social security taxes as he is still covered under the Australian social security system and we as an employer, make payments into that system on his behalf.
This person is also married and his wife obtained an L2 Visa in order to legally enter the US as his spouse under his L1 Visa. Upon entering the US however, she did not, at least not initially have a work permit (Employment Authorization Document) to work in the US so she was issued a SS number and card marked "NOT VALID FOR EMPLOYMENT".
She was issued the "NOT VALID FOR EMPLOYMENT" Social Security card and number as his spouse for purposes of them filing joint federal, state and local tax returns should they choose to do so and for insurance and other legal purposes such as her getting a PA driver's license. Once she applies for a work authorization in the US, she will be issued a new Social Security card with the same number but without the "NOT VALID FOR EMPLOYMENT" on it.
I just wanted to point out that a Social Security card marked "NOT VALID FOR EMPLOYMENT" does not indicate that the person is here illegally.
The only way to deal with the out of control welfare fraud is for the government to pay a bounty to anyone who has proof (video, photograph, or other tangible means) that will clearly show the criminal’s acts, vehicles, home, zoning (housing) violations and other acts that allow them to cheat the system.
Cell phone video recorders are the weapon of choice to nail them like the cockroaches they are.
You know there are many whites who are on food stamps, not only blacks. My late son was one of them, also many in the military are and it’s a shame that they have to be on it.
There should NEVER be a system that allows the recipients of taxpayer money/benefits to live better than the persons working & paying for those benefits.
