You don't end federal control over schools if everyone gets a voucher. That means every school that accepts vouchers is scrutinized for adherence to federal regulations. The only way to keep private schools under self-rule is to refuse all forms of federal money.

The solution is to put education back in the hands of local and state governments. Let them figure out how to fund it and what is taught. Let the states deal with vouchers, if that's what they want to do.
