No, it is both. He will slam Cruz for the very thing Rubio did, trying to take out Cruz first. But make no mistake, it is an effort to take both of them out. If he paints it as Trump against Cruz and succeeds, then the Cruz supporters go where? Certainly not to Trump. So he hopes they get added to the Rubio column. BUT TEAM RUBIO HAD THE SAME SORT OF TWEETS BUT THEY ARE STILL LYING ABOUT IT.
The cool part for Rove is that if he used Trump to take out Cruz, then Cruz support does not get added to the Trump column. This is very very sleazy of Rove.
