rare steak or medium rare steak is not a problem if the exterior that might have the bacteria is well seared.

Hamburger is a different matter.

I developed a liking for a German breakfast dish called zwiebelrost (apologies on the spelling). It was a spread of raw hamburger lightly spiced with onions and/or onion salt. You spread it on good German bread (better if toasted).

Never got sick from it, was the perfect recipe after closing down the local bar at 4 AM. lol

I was introduced to it during the summer of '79, one of the finest summers of my life.
