It isn’t “supposedly”. The statute clearly states that the refund is the only enforcement mechanism. That was the only way they could get enough votes to pass it.

The statue means nothing. Obama has altered it 25+ times, without even attempting to consult Congress. And he got away with it......EVERY SINGLE time. The “law” is what he says it it. Moreover, the IRS is not going to allow people to tell them they are not paying because they don't want to.
