Last year, the 1040 just asked if the taxpayer had health insurance. This year, it tells the taxpayer to prove it.
If you can’t prove you had insurance, then the taxpayer is to pay the 2.5% of their income on top of whatever they owe from their regular income. I think it is a percentage of the gross.
