Why not? There is no regulation, as far as I know, restricting pastors from doing whatever they want politically. You can’t endorse a candidate as if saying your church officially is “for” one person or another, but who would want to do that?
A pastor can say that he is for a candidate just like any individual can. To keep quiet for FEAR of what your church members or the public might think is cowardice.
Whoa! This pastor is the Pastor of the largest church in Dallas. His church covers a whole city block in downtown Dallas. He delivered the prayer at Trump’s Dallas rally. This is Yuge.
YES! This is the ONLY Pastor who sorta endorsed Donald Trump! Many, many more pastors, priests, rabbis, evangelists, missionaries and other clerics are all supporting TED CRUZ!! And besides, Jeffress is from Texas, and the caucuses are in IOWA, dummy! What possible influence could a big city preacher have in Iowa?

The local State Senator -- a conservative white Democrat named Hill -- was experiencing a hot primary challenge from a liberal Democrat. Being an old friend of the minister, Senator Hill was permitted to make brief remarks to the congregation at the main Sunday service just before the election.
Hill, accompanied by his wife -- an attractive redhead -- had a keen sense of what the occasion required, so he kept his remarks brief. He quickly got amens, oh-yeahs, and praise-the-Lords as he reminded the congregation of his many good friends among them, from high school and civic groups, from his years as a utility lineman, union representative, as an insurance agent, and from years of reliable and honest public service. In contrast, his opponent did not know them because he was from up North, was not born in Florida, and had missed several opportunities to visit with them.
When Hill finished his remarks, the minister commented to the congregation that federal law did not permit him to make any endorsements from the pulpit, but he asked that they consider and keep in mind on election day the meaning of the phrase in Psalms that says that we should "lift up our eyes to the hills, from where comes our deliverance." Laughter and shouted amens made clear that the congregation recognized his meaning. Hill won his primary handily.

Jerry Falwell Jr also sort of did and a group of twenty plus black pastors met with him at Georgia rally and did like wise.

Pastor Jeffress, making it clear that he’s not endorsing Mr. Trump (even though everyone knows an endorsement when they hear it) is likely more concerned about the Obama-controlled IRS than he is a congregation.
The way this regime works, he has good reason. Who would have thought that the journalists who exposed Planned Parenthood for what they are would be indicted? It’s a scary world when you don’t comply with King Obama.
