He has speech writers so he was not writing his speech, and laughing about it and hearing him talk sounds like he’s been on too many joints.

That’s a micro-expression, from what I’ve read on the subject. Very often, a liar will inappropriately laugh a little when telling a lie. Subconsciously, they can’t help but chuckle that they’re getting away with something.

Probably the same reaction when he found out Donald Young was murdered in 2007, or when Larry Sinclair was extradited from Washington DC to Delaware by Beau Biden.
If Obama laughed at the 911 Atrocity would
anyone care in the MSM? or the ‘US’ Congress?

person in Congress stand up?
If he enabled the murder of a single American,
who is left in the ‘US’ Congress to care?

Laughing is a sign of sudden discomfort —the laugher is trying to diffuse tension.
