Amendment I

Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the government for a redress of grievances.

So where in there does it say those rights are guaranteed? I see the restriction placed on Congress, but I see nothing which declares that States are also restricted.

I choose to go by what it actually says instead of what you wish it said.
