To: PA Engineer

This is probably a very stupid question. Why don’t they have chain laws there? Out here we close roads to any traffic without chains or snow tires, when it gets really bad, chains required. 18 wheelers out here drive with chains hanging from the side and pull over and chain up when required.

And we don’t get anywhere near the kind of snow I’m seeing in those pictures. Plows are running when the snow starts falling here.

I had to look it up because I have seen them on buses in the past. It is an odd law. You may use them during a snow emergency. They must be used on at least two tires during a snow emergency on a snow emergency route.

The Turnpike may have their own rules and could be related to road damage. I think the restriction of only during a snow emergency may not have left the truckers time to put them on.

This was a surprise to many out there. I'll keep an eye on the papers and follow up with a State Trooper I know. This is an odd situation.

No chain laws here in the east for the most part, and the snow is of a different quality than western snow. Water content in the snow is much higher and rolling resistance is higher. The snow packs better and sometimes chains are fairly ineffective because tires are lifted by snow and cannot bite the road surface.
