The three alleged assailants were arrested and charged with aggravated rape.
But coaches never reported the Dec. 21 incident to local authorities or child services, according to investigators. So who arrested and charged them?
And would it not be the job of the police to report the incident for which they arrested three people to child services?

They were away at a tournament in Gatlinburg, Tenn. It was reported to Gatlinburg police, who arrested the assailants.
