That is a distinction without a difference. He didn't call for increasing the amount specified in the law, but he did call for increasing the amount they have actually been using. EPA had waived the provision requiring more ethanol be blended into the gas - Trump said they should be required to use the statutory (higher) amounts, and that Congress should not change the RFS.
He should be calling for the standards to be abolished while having any and all EPA employees frog marched to the gallows.
Instead, he endorses the standard which means increasing the blend beyond what is tolerable now and empowering the EPA to advance this idiocy.
