With what was posted in the rest of your post, it could be interpreted to mean NOT DIFFICULT because they would have evidence to show he was not eligible in the first place, thus invalidating his executive orders. If you wanted to imply popular, you should have either said that or put on the end of the sentence "because he's openly proven to be a fraud"
