I guess I think it depends on what you mean by ‘innately’. I believe that we are conceived by God perfectly, and that there is a way in which we are made ‘in the image of God’.
But coming into matter, we become subject to the laws and illusions here, and we have a great struggle to remember our real nature, and to live up to it. This is why the prevailing norms and ideals of the culture we are born into are so important as to whether we develop toward the Good, instead of toward the destructive.
