I'm not sure why you asked me as I didn't post this. But I will answer.

I don't believe so. I believe Cruz has the endorsement of Morton Blackwell to be correct.

IIRC, in French, “of” and “by” (in that context) are both denoted by “de”

It’s been decades since I studied French.
