The problem is that the American born Mrs. Cruz was a Canadian citizen when Ted was born in Canada. Ted was born in Canada to a Canadian citizen. How does he get to be an American citizen as his parents were not serving in the military, nor residing on US Territory in Canada, nor serving any American interest. They were their by their choice and free will and quite apart from any American relationship.
She was not a Canadian citizen. You don’t lose your U.S. citizenship just because you take a job working in another country for a couple years. You have an extremely ignorant notion of the fragility of U.S. citizenship. It’s much harder to lose than you think.

His mother moved from back Canada a couple years after he was born and did not have to ‘re-apply.’ She never stopped being a legal U.S. citizen.

What proof do you have of his mother being a Canadian Citizen? It’s unlikely because Cruz was issued a US Passport and was not naturalized to get it. Even if she was made a Canadian citizen after his birth, that does invalidate his citizenship.
