The States are already ‘empowered’, so even less for Congress to worry with.
THEN we can start figuring what the People owe in taxes for the TRUE cost of govt.
...and any Congress critter that floats the idea of abdicating their responsibilities should be immediately removed from office (no bennies, which there shouldn’t be to begin, do not pass GO, do NOT collect $200).
So, next funding cycle this agency has 30% unused money: do you think Congress is going to re-vote full funding again? I don't.
This is one of the only identifiably conservative (as opposed to populist) positions I’ve seen from Trump.

Another reason he is gaining popularity - of course the ED dept and EPA should be defunded.
HUD needs to be dissolved. The Inspector General announced late in 2015 that the records there ‘were in a shambles’. He stated that he could NOT account for over $210 BILLION of a budget of about $460 BILLION.
I am a life long bookkeeper-—I never had client books out of balance or didn’t have receipts for every single penny spent.
This is TAXPAYER money, people, and the Inspector General for HUD said he got no help from those employees.

He will evaluate what those agencies are doing and quickly size up if they are adding value or not, or if it belongs at a more local level.
