State Dept. IG Confirms FOIA Fraud by Hillary Clinton and Obama State Dept.
Inspectors general offices (OIG) are established under federal law at federal agencies as "independent and objective units within most agencies. Their duties are to combat waste, fraud, and abuse in the programs and operations of their respective agencies." Under the Obama administration, OIG independence has been attacked, and many IG vacancies have gone unfilled, as we've detailed in our New York Times best seller, The Corruption Chronicles. Obama subversionaside, OIG reports can serve the public interest.
Along those lines, the State Department's OIG yesterday released a report regarding the Hillary Clinton email scandal and the mishandling of Freedom of Information Act (FOIA) requests by former Secretary of State Hillary Clinton and the State Department. Our statement, below, gives you an idea of how devastating it is for Hillary Clinton and her co-conspirators in the Obama administration:
The Clinton email scandal is worsening. Today's State OIG report confirms what we've been saying all along - that Hillary Clinton and the Obama State Department thwarted specific Judicial Watch FOIA requests by lying about her email system with "inaccurate" and "incomplete" responses. The State Department OIG report is half-baked but nonetheless devastating in laying out the violations of law and regulations by Hillary Clinton and her then-Chief of Staff Cheryl Mills. Judicial Watch plans to share this report with several federal courts considering our requests for discovery about the Clinton email issue. The OIG admits it still doesn't know the extent of the inaccuracies and other violations of FOIA and correctly suggests that officials could be held in contempt of court for FOIA fraud. This is exactly why Judicial Watch is asking the courts for discovery, which could include putting current and former Obama administration officials under oath. Judicial Watch wants to know the facts behind Hillary Clinton's and the Obama State Department's purposeful thwarting of FOIA so we can be sure that all of the emails from her illicit email system are reviewed and released to the public as the law requires.
Judicial Watch is asking for discovery concerning Hillary Clinton's emails in three separate FOIA lawsuits against the State Department:
Lawsuit against Secretary of State John Kerry to force action on Clinton emails
Lawsuit for records of talking points given to Ambassador Rice regarding the attack on the U.S. consulate in Benghazi, Libya
Lawsuit for records on State Department's "Special Government Employment" status for Clinton aide Huma Abedin
Notably, the OIG specifically cites our Benghazi and Abedin FOIA requests listed above as being thwarted by the Clinton State Department's FOIA fraud. The OIG report also points the finger at Hillary Clinton's then-Chief of Staff Cheryl Mills for supervising an "incorrect" no-records response to the left-wing watchdog CREW's request asking about Hillary Clinton email accounts! (Ironically, CREW was founded by the Clinton-gang as an alternative to JW!) We've seen this game before from Mills. Recall that Cheryl Mills was excoriated by a federal judge for another email scandal in our lawsuit against Hillary Clinton over the Clinton FBI (Filegate) scandal. We warned about Cheryl Mills back in 2009:
During the course of its "Filegate" litigation against the Clinton White House, which pilfered the private FBI files of former Reagan and Bush staffers, Judicial Watch uncovered more than 1.8 million email communications the Clinton White House withheld from Judicial Watch, federal investigators and members of Congress.
In this case, as is typical for Washington, there was a cover-up to match the crime. When White House computer contractor (and JW client) Betty Lambuth discovered the email communications, high-level White House officials instructed her to keep her mouth shut about the hidden e-mail or face dismissal and jail time. They issued the same threat to other White House contractors aware of the hidden email. (This makes the Bush administration email scandal, however troubling, seem like tiddlywinks by comparison.)
Judicial Watch's discovery resulted in a six-month federal court hearing into the email scandal, during which Clinton officials were deposed, including Cheryl Mills. Mills was, in fact, aware of the missing White House emails but "assumed" someone else was handling the matter.
In an April 28, 2008, ruling in the email scandal, Judge Royce C. Lamberth called Cheryl Mills' participation in the matter "loathsome." He further stated Mills was responsible for "the most critical error made in this entire fiasco... Mills' actions were totally inadequate to address the problem." (Unfortunately, Judge Lamberth ruled there was no evidence of a conspiracy or obstruction of justice.)
Loathsome and totally inadequate. Say hello to the new Chief of Staff for the Secretary of State, ladies and gentlemen.
Is it credible that Cheryl Mills and Hillary Clinton (who paid her lawyers every day to participate in that amazing email hearing before Judge Lamberth) were ignorant of email record-keeping issues?

If the Dems thought those two were their best chance, they’d be running already and Hillary would be a bad memory.
Now, if Hillary drops out, I can certainly see them dragging these two out to get Warren some national exposure, but Bush and Christie would be the only Republican that would lose to those two. Trump would slaughter them.
I forgot to mention that Biden/Warren would mean that minorities would stay home. Hillary is at least the “wife” of the self-proclaimed first black President.
There won’t be anything done about Hillary, right now anyway, obuma and ValJar are involved and Lynch isn’t going to throw them under the bus...

Homeland Security Implications of the Holy Land Foundation Trial
The on-going Holy Land Foundation trial has established important facts about the resident domestic Islamic jihad threat inside the United States. Although evidence brought forward in documents and testimony has explosive implications for US Homeland Security, the intelligence community, and every American citizen, relatively little media attention has been paid to it.
This information also has serious implications for professionals, military and civilian, involved in homeland security, DoD plans and strategy as well as national agency intelligence analysts and local law enforcement.
The raw documents outlining the strategic goals and activities of the Muslim Brotherhood in America, now exposed for public view, are substantiating the concerns and information long raised by various private sector counterterrorism think-tanks, organizations and blogs such as Stephen Emerson's Investigative Project and Robert Spencer's Jihad Watch among others.
From an intelligence perspective, the first thing in assessing and evaluating these raw, translated documents is that they all passed sufficient legal scrutiny to be entered into evidence in a federal trial. Secondly, since these are raw, primary sourced documents of the Muslim Brotherhood and not secondarily sourced, they are the equivalent in a tactical or operational sense of key leadership defector, or detainee debriefing statements, or the capturing of the enemy's strategic campaign plan.
Indeed the title of one document is "An Explanatory Memorandum on the General Strategic Goal for the Group in North America." Third, the defendants did not challenge in court the authenticity or veracity of the evidentiary documents. All of which immediately speaks to both the credibility and reliability of these reports for intelligence analysis and exploitation.
Civilization, Jihad and the Muslim Settlement Strategy
The Brotherhood's strategy memo, while published in May 1991, was drafted earlier, upon a "...general strategic goal of the Group in America which was approved by the Shura Council and the Organizational Conference for the year [I987]." In other words this strategy has already been operative for at least 20 years in America. The strategic objective of the Brotherhood in America is clear:
"The Ikhwan [The Muslim Brotherhood's name for itself] must understand that their work in America is a kind of grand Jihad in eliminating and destroying the Western civilization from within and ‘sabotaging' its miserable house by their hands and the hands of the believers so that it is eliminated and Allah's religion is made victorious over all other religions."
The primary strategic concept to accomplish the Brotherhood's objective is "civilizational jihad," the usurpation and replacement of American Judeo-Christian and Western liberal social, political and religious foundations by Islam. The campaign plan is one of colonization, described by the Ikhwan as a "settlement strategy." Explaining this concept they describe it as establishing Islam in America as "stable," "rooted" and "enabled on which the Islamic structure is built and with which the testimony of civilization is achieved."
Recognizing this strategy cannot be carried forward alone by the Brotherhood they recognized the strategy requires that, "They are then to work to employ, direct and unify Muslims' efforts and powers for this process. In order to do that, we must possess a mastery of the art of "coalitions", the art of "absorption" and the principles of "cooperation."

Grassley wrote in a June 13 letter, “It appears that one of her clients----Teneo Strategies----may have been compensating Ms. Abedin for gathering information from US government sources for the purpose of informing investment decisions of her consulting clients - or in other words, political intelligence. This raises important questions about whether Abedin's dual role was adequately disclosed to government officials who may have provided her information without realizing that she was being paid by private investors to gather information.â€
Grassley's letter recounted:
<><> Abedin allegedly sent or received more than 7,000 emails on her US government account that involved Teneo's Doug Band, a close confidante and travel companion of the globe-trotting Bill clinton;
<><> one email exchange involved Teneo's Doug Band pressuring Abedin to encourage her State Department boss, Hillary Clinton, to facilitate a White House appointment for one of his clients. Judith Rodin, then-president of the Rockefeller Foundation, "donated hundreds of millions of dollars to the Clinton Foundation," Mr. Band allegedly noted in his email to Ms. Abedin.
<><> email evidence allegedly suggests that Ms. Abedin and another Hillary aide, Cheryl Mills, shared a desire to find a way to ensure the US govt paid for Ms. Abedin's travel to and from New York."
<><> multiple allegations received by Sen Grassley's Judiciary Committee indicated Abedin had actually taken leave during her time as a govt employee, casting doubt on whether Abedin should have received $33,000 in taxpayer money.
<><> allegations surfaced that the State Dept personnel rule was quietly bent to permit Abedin to collect her government paycheck while wielding her influence to the benefit of her other employers.
<><> Hillary Clinton jetted to Ireland with Abedin at her side for her last official trip before exiting the State Dept, during which Hillary attended an event hosted by a major Clinton Foundation donor that had been promoted by Teneo (for which Abedin then-served as a "consultant")

<><> Abedin was among several key aides to Hillary Clinton that hosted email accounts on a private server in the 2016 presidential candidate's Chappaqua, New York home, in violation of federal records laws.
REFERENCE Abedin worked as a full-time staffer to Hillary Clinton January 2009-June 2012; she was then given a "special government employee" designation and took on roles at the Clinton Foundation and Teneo.That designation is designed to allow individuals who fill "an unmet government need for rare or unique expertise" to retain their private-sector positions while receiving compensation from the government. Abedin is currently vice-chair of Hillary's presidential campaign committee. U.S. intelligence officials are scrambling to contain damage from potentially hundreds of spy agency secrets in Hillary’s private emails...as questions mount over why DOJ has not yet opened a criminal investigation WRT mishandling mountains of classified information....actions far more egregious than ex-CIA Director David Petraeus.....who was prosecuted, and sentenced to two years probation, and a $100,000 fine.
The Daily Caller has exclusively confirmed that a top aide to then-Secretary of State Hillary Clinton signed but failed to honor an official US govt separation agreement, which required her to surrender all work-related documents when she left office.
That aide, Huma Abedin, maintained control of emails she sent and received through a personal email account hosted on Clintons private email server for nearly two-and-a-half years after she left the agency in Feb. 2013. In signing the form----the OF-109-----but failing to turn over State Department records, Abedin may have opened herself up to criminal charges.
I have surrendered to responsible officials all classified or administratively controlled documents and material with which I was charged or which I had in my possession, reads Abedins signed OF-109, which The Daily Caller obtained through a Freedom of Information Act lawsuit filed on its behalf by the watchdog group Cause of Action. I am not retaining in my possession, custody, or control, documents or material containing classified or administratively controlled information furnished to me during the course of such employment or developed as a consequence thereof,†the form reads. I have surrendered to responsible officials all unclassified documents, and papers relating to the official business of the Government acquired by me while in the employ of the Department.
In signing the form, outgoing US govt employees acknowledge that they have been advised that Section 1001 of Title 18, United States Code, provides criminal penalties for knowingly and willfully falsifying or concealing material fact in a statement or document submitted to any department or agency of the United States Government.
The FBI has expanded its investigation of Clintons home-brew email system and is now looking at whether materially false statements were given to federal agents, Fox News reported on Thursday. Abedins attorney, former State Department official Miguel Rodriguez, did not immediately respond to the request for comment. Nor did the Clinton campaign. Abedin and other Clinton aides, including Cheryl Mills and Philippe Reines, were ordered by a federal judge this summer to turn over all of the work-related emails they sent and received while in office.
Abedin, who used the email address huma@clintonemail.com, returned 6,714 emails in her possession in September. Mills and Reines, who used Yahoo and Google accounts, respectively, turned their emails over to the State Department in June. Clinton gave hers to the agency last December.
The records that the State Department provided to TheDC do not make it entirely clear if either Mills or Reines signed the OF-109. An internal State Department memo included in the FOIA release states that the agency has both an OF-109 and SF-312 for Cheryl Mills and Huma Abedin. But while one of the documents provided to TheDC is an OF-109 with Mills name typed on it, it does not bear her signature.
A State Department official could neither explain the discrepancy nor confirm that Mills did not sign the agreement. If she did sign the form, she would come under the same scrutiny as Abedin. If she did not, that would raise questions over how and why the State Department allowed her to avoid such a routine measure.
State Department whistleblowers told TheDC in March that rank-and-file agency employees are required to sign the form. Failure to do so could result in the agency withholding benefits and conducting investigations into why the employees declined to sign the form, a whistle-blower said. As for Clinton, a memo provided in the FOIA release shows that she did not sign an OF-109. While the State Department has already stated that it had no record of Clinton having signed the document, the memo provides the agencys rationale for why she didn't.
Departing secretaries of state do not complete an OF-109 due to their continued need for a security clearance after their resignation, the memo reads.On March 17, State Department spokeswoman Jen Psaki said that the agency could find no record of Clinton having signed the OF-109. I think we/re fairly certain that she did not, we dont have record of it, Psaki said then.
The State Department declined to specifically address the significance of Abedins signing the OF-109. The State Department has undertaken great efforts to retrieve records from some individuals, including Huma Abedin.
The State Department asked her to send any records in her possession and were doing due diligence to make sure that were retrieving all of them,an official told TheDC.

Abedin might have made false statements and colluded to conceal activities in relation to documents required by the Employee Retirement Income Security Act of 1974.
It is also possible that Abedin’s collusion w/ Hillary, and other hidden offenses could include civil and/or criminal RICO violations. Hillary allowing Abedin’s several employments could also involve BUT not be limited to:
<><> Title 18 U.S.C. §1341, Mail Fraud, 18 U.S.C.§1001, Presenting a False Document to an Agent of the US Government (involves several felonies and could include forgery);
Possibly infractions centering on RICO conspiracies under 18 U.S.C. §1962(c); investigations could be warranted because (1) the persons (2) were employed by or associated with an enterprise (3) that engaged in or affected interstate and international commerce and that (4) the persons operated or managed the enterprise (5) through a “pattern†(6) of racketeering activity, and (7) the taxpayers were injured by reason of the “pattern†of racketeering activity.
Alleged Offenses could include Violation of Title 18 U.S.C. §241 – Conspiracy Against Constitutional Rights – which prohibits in relevant part, “two or more persons (from conspiring) to injure, oppress, threaten, or intimidate any person in any State, Territory, Commonwealth, Possession, or District in the free exercise or enjoyment of any right or privilege secured to him by the Constitution or laws of the United States, or because of his having so exercised the same . . .†See, 18 U.S.C. §241.

<><> (2) the Clinton Foundation,
<><> (3) as a private consultant,
<><> (4) consulted Teneo, a global financial firm w/ Bill Clinton a member of the board.

JW, Daily Caller and Cause of Action should determine if Huma, Mills, and other Clinton cronies are STILL listed as State Dept employees---perhaps as contractors---and are still receiving classified mail and govt paychecks.
Signing the form would have cutoff access to State Dept info......info the Clintons rely on to cash-in.
Note Brian Pagliano---Hillary's personal IT---left her employ then surfaced on the public payroll as a State Dept contractor.
