I would add that all federal laws, regulations and agencies should sunset every 10 years and must be re-passed or re-authorized; that no agency may pass any regulation that incurs civil or criminal liability (prevent Congress from getting unaccountable bureaucrats from doing their dirty work); and that electoral votes for all states will be allocated based on the winners of each congressional district, with two electors for each state going to the winner of the popular vote in the state.
Complete waste of time.
The Founders believed that a permanent standing army was a threat to liberty so they wrote in Article 1, Section 8: "To raise and support Armies, but no Appropriation of Money to that Use shall be for a longer Term than two Years".
An amendment such as the one that you've proposed above would be treated just like military funding is today.

That would solve a LOT of problems. Each powerful agency, hand-in-hat, jumping through the hoops of hearings to address any outrages. Actual PUBLIC SERVANTS.
And I agree, ‘Tyrants’ — All of congress should be term limited. Look at what career politicians have been doing to the House. I would grudgingly allow each current House member or senator to be ‘grandfathered’ so long as the transition is permitted to take place.
And in the meantime, a higher bar for more spending — 2/3 support rather than simple majority, along with a 3/4 vote to override a veto on MORE spending. That could sunset after most of the grandfathered career politicians are gone, but then again, why should it?
But we also need bold education reform and modernization. The money WILL be spent, so let’s control how — debates to teach students about controversies instead of dogma, free market concepts with free interstate ‘trade’ and maximum deregulation:
