For Ryan, Wednesday's vote represented two victories. First, he has bragging rights as the speaker who forced Obama to use the eighth veto of his presidency to protect the health care law. Secondly, having pushed the limits of repealing Obamacare and defunding Planned Parenthood as far as a veto override, the issue is likely now settled until after the election.
"The good news is, with this reconciliation bill, there will finally be some clarity," Rep. Trent Franks (R-Ariz.) told the Washington Post Tuesday. "The president will very glibly veto it. But at least then it will be on him and everybody will know it."
This frees Ryan to push the House toward what he envisions for 2016: outlining major policy initiatives that set a clear distinction between Republicans and the White House.
"Ultimately, this is going to require a Republican president," Ryan said of repealing the law. "That's why our top priority in 2016 is going to be offering the country a clear choice with a bold, pro-growth agenda."

Because Ryan saw to it that both were fully funded in the budget he pushed through a couple of weeks ago.
I would love to see the look of absolute panic on the faces of Ryan and McConnell that would result if Obama signed the bill instead of vetoing it.

So, what would have changed? What would be different? There would have been a veto leading to a government shutdown and then Obamacare and Planned Parenthood would have been reinstated. You’re at the same point without the government shutdown. I guess it’s a disappointment only if your real objective was a government shutdown.

This is a win? That’s a joke. Get back to me when either Lyin’ Ryan or McConnell get the backbone to attach a bill to defund something to a “must pass” bill, resulting in Obummer vetoing it and accusing them of “shutting the government down.” Neither one of them have the nerve to do it. Cruz and Trump would do in in a minute and would stare the Kenyan down as long as it took. Ryan and McConnell would be hiding under their desks.
