Yes he was, but he was born on a American naval Station which made it American territory and both his parents were US Citizen.

The author's complaint is too cute by a half. The Democrats would definitely use it against Cruz. Probably some Democrat state officials would refuse to put Cruz on the ballot forcing Cruz to sue. They don't play nice like Pubs. Why should anyone pretend it won't be an issue, or that they know how the court would rule just to make it easier for Cruz?
