It's Major League Baseball, not the Hall of Fame, that is really driving this.
The Hall of Fame enacted the rule that makes anyone banned from baseball ineligible for the HOF in 1991, two years after Rose was banned from baseball. It was an "unwritten rule" prior to then, but was formalized, in large part, to prevent the BBWAA voters from getting any ideas about violating the unwritten rule and voting Rose in.
I think he should be allowed in the Hall. I think he should remain banned, but at this point what difference does THAT make.
